Dear Mr. Grimwood,

Mr. Mayle has asked me to reply to your letter of February 22nd enclosing copies of letters from Messrs. Preece, Cardew and Rider about the disposal of a 2,900 line telephone exchange for Hong Kong. There are no papers in the Colonial Office about this matter which appears to have been conducted entirely by the Planning Unit. As we do not know what, if any, guarantee was given by Mr. Thomson to the Hong Kong Telephone Company and what are the relations between the Company and the Hong Kong Government, I think that, before asking Messrs. Preece, Cardew and Rider to try and effect disposal of this equipment, we should obtain confirmation from the Governor that it is not in fact required in Hong Kong and that any losses and disposal costs will be borne by the Hong Kong Telephone Company.

We have therefore telegraphed to Hong Kong es in-, copy enclosed- and will let you know as soon as an answer is received.
